Los Angeles police detectives Joe Friday and Pep Streebek are forced to work together to solve a series of bizarre thefts, including a pornographic magazine, a snake, and a load of chemicals. As they investigate, they uncover a cult called P.A.G.A.N., whose leader, Reverend Jonathan Whirley, is using the stolen items for a ritual sacrifice. The detectives infiltrate the cult's ceremony, save the intended victim, and disrupt the ritual. However, their efforts are hindered by corrupt officials, including Police Commissioner Jane Kirkpatrick, who is secretly funded by Whirley and Caesar. Friday and Streebek must work outside the law to bring the cult to justice and expose the corruption within the police department.
