In a dystopian future, a devastating flood has left the city submerged in water. As the waters recede, a mysterious man is found dead in a lift in an underground car park. The police assume he was trapped by the rising waters, but PC Joanna Marshall is not convinced. She becomes obsessed with uncovering the truth behind his death and delves into a sinister world of secrets and lies.
