In a dystopian future, the government has implemented a program called "The Thinning" to control the population by killing off 5% of the population each year. Laina Michaels, a high school student, discovers a dark secret behind the program and becomes the target of Governor Dean Redding's presidential campaign. Blake Redding, the governor's son, is forced to work in a secret underground labor camp, where he meets Ellie Harper, his former classmate. They try to escape, but Ellie is taken away and Blake's leg is broken by Mason King, a ruthless guard. Laina, who has been recruited by Ms. Cole and Jack to get close to Redding and help end the Thinning, learns about the labor camps and tries to expose the truth. She teams up with Kellan Woods, a hacker who cracked the code of the camps, but they are pursued by Morris, an FBI agent working for Assuru Global, the company behind the Thinning. Laina manages to escape and blow up Kellan's apartment before being attacked by Morris. The movie ends with Laina fighting for her life against Morris, determined to reveal the truth about The Thinning and bring an end to the sinister government program.
