In the small town of Cradle Bay, something sinister lurks beneath the idyllic surface. Steve Clark, a new high school student, soon discovers that the town's perfect teenagers, known as the Blue Ribbons, are not what they seem. Gavin, a rebellious friend, reveals that the Blue Ribbons are actually a brainwashed cult, created by the school's psychologist Dr. Edgar Caldicott through a program of lobotomies and mind control. When Gavin himself is transformed into a Blue Ribbon, Steve teams up with outcast Rachel to uncover the truth. They learn that Caldicott has been implanting brain microchips into teenagers, including Steve's own sister, Lindsay. The chips are meant to turn delinquents into model citizens but have an unintended side effect: violent fits when the subjects' sexual urges arise. Steve and Rachel must fight for their lives and escape the program before it's too late. With help from a friendly janitor and Lindsay herself, they face off against Caldicott and the Blue Ribbons in a thrilling climax, determined to break free from the mind control grip and uncover the dark secrets of their town.
