In a small Welsh town struggling to survive after the loss of its main industries, a group of teenagers' reckless behavior on a construction site leads to a tragic accident, killing several of their own and sparking a fierce battle for justice. As grief turns to anger and resentment, the community demands answers and accountability from those in charge. But as the gears of justice slowly turn, challenging truths begin to emerge, threatening to tear the town apart. It falls to Polly Bevan, wife of the local council leader and caretaker of the only survivor, to hold the community together and lead them on a march for justice against those who failed them.
